This is my first reskin.
1. Open and download original file https://www.gta5-mods.com/vehicles/2013-audi-a6-saloon-generic-police-car-els-replace.
2. Replace police3.ytd with mine.
3. Put files in: Grand Theft Auto V / Mods / Update / x64 / dlcpacks / Patchday18ng / dlc.rpf / levels / gtav / vehicles / vehicles.rpf
4. Put ELS in your 'ELS' Folder
