I know that there are other mods that make the female gang members of the Families and Ballas spawn, but these end up modifying the popgroups file a lot along with others.
This is simple, edit the original "popgroups" file adding these two models (the Vagos gang already has a female member)
To install it, using OpenIV, move the popgroups.ymt file to mods\update\update.rpf\x64\levels\gta5\popgroups.ymt
If you already have a modified popgroups file, In notepad it explains how to add manually.
