This mod changes the loadouts.meta and weapons.meta files, so that law enforcement have different (and better) weapons.
The loadouts.meta is based on BobJaneTMart "Crime and Police Rebalance & Enhancement".
Now cops will have combat pistols, and one of them will have an assault shotgun (80%), or a carbine rifle (20%).
Swat will now use carbine rifles (40%), bullpup rifles (20%) and advanced rifles (40), almost all the time with suppressor.
Army will now use special carbines and bullpup rifles, ass well as assault shotguns.
It also changes all weapons damage to be more realistic (more damage in almost all weapons) and improve their range.
The new weapons.meta file include infinite rpg range and tank range.

I also included my dispatch file. At 1-2-3 stars only cop spawn.
Then FIB, and finnaly the army (with FIB and SWAT helping //God mod recommended).

Don't you think it's ironic that US army uses chinese military standard rifle?I think bullpup rifle is definitely based on QBZ95.It means to PLA like M4 combine rifle means to US military.Dude,come on!

NIICE mod, The only thing I found odd was the swat team using suppressors
@D-CON You can edit it in the loadouts.meta file, search for "SWAT" and delete the suppressor in the weapon components lines. Thanks for comment.
Great mod! I combined this with the 10REL05's gravity gun mod and, because you made the rail gun have infinite range, I can pick 747's from cruising altitude and bring them all the way down to the street. Increased shotgun range is awesome too. I had Ripplers realism mod installed before and it was painfully "realistic," with slow motion reloads, small magazines and wild recoil. I like your mod a lot more.
HOWEVER, I really do not like the fact that so many cops are spawning with assault shotguns. At least with the rifles they'll sometimes miss; the assault shotgun is a death machine. I can be dipping into an alley at TWO stars as a police car is swerving to a stop on the road ahead of me, and within the 1-2 seconds it takes me to get in cover of the alley, the passenger cop has already got out of his swerving vehicle and fired all his shotgun shells into me. It's absurd and very frustrating; they should not be attacking me with these weapons at 2 stars, when I haven't fired a single shot at them. The cops are hard enough in the vanilla game. That is my only gripe
Okay I just edited loadouts.meta to change the assault shotgun to pump shotgun, (and removed the assault shotgun components), but I still think it's a little too hardcore to have cops w/ assault shotguns as the mods default setting
@alphazolam @alphazolam I'm sorry for the shogun cops, i really dont know hoy to delete them completely, i have tried replacing all shoguns with pistols and still there is lots of them with shotgun. Thanks for the feedback anyways!
@BulletinYOuranus It's all good, thank you! I'm fine with the cops having default pump-action shotguns and I even think its okay if the military / elite special forces police come at you with auto-shotguns; I just can't stand when you see half of all cops with auto-shottys even at a low wanted level. And that's weird how the game wont let you spawn all the cops with all pistols, but I don't think that's necessary anyway. I just want to make sure they have to wait a second between firing each shell.
I changed it anyway by editing your loadouts.meta file and changing "ASSAULT_SHOTGUN" to "PUMP_SHOTGUN", and removing all the assault shotgun weapon components (except the flashlight). Now the cops just seem like vanilla GTA5 except their shotguns have flashlights. Thanks again for the mod!
