Navigate to mods/update/x64/dlcpacks/, create a new folder called uniobepdb and place the provided dlc.rpf inside.
Export dlclist.xml from mods/update/update.rpf/common/data/ to your desktop using OpenIV.
Open the file with any text editor and add the following line at the end:
dlcpacks:\uniobepdb\
Import the edited dlclist.xml back into the same path with OpenIV.
Done! Use any trainer to spawn the car.
Spawn Name: uniobepdb
