Must open with Map Editor, download here: https://www.gta5-mods.com/scripts/map-editor as well as ScripthookV, download here: http://www.dev-c.com/gtav/scripthookv/
Drag "frontiere.xml" into your main game folder
Install the scenarios folder in your main game folder
F7 to open the editor
Choose Charging Card and Choose XML
Enter "border"
