When i press F7 it only creates a sound but nothing appear!

I add file to folder but when i press F7 i hear a sound but dont see menu
How fix that?

@metroidguy I bought the game and its fully updated. i have patchday 3 and 2.. both did not work theirs lots of other gun mod textures i want to get to but they all need 8? why dont i have it Please help?! i love the gun mod you made
