Unforetunetly there is no Whelen Liberty Explorer released. However I think one is in the works.
By this I'm guessing you mean the Vanilla SUV. I was having a phase with some vanilla cars but scrapped them for the real world.

I'm not sure what you mean. There are plenty of black and white textures, check out www.lcpdfr.com for pure emergency service stuff. It's not San Andreas PD, actually it's Los Santos and Blaine County.
