for any one who have problems with liveries. you have to add flag: FLAG_HAS_LIVERY to <flags><f/lags> section in vehicles.meta for taxi vehicle. your flags should look like this: <flags>FLAG_EXTRAS_TAXI FLAG_EXTRAS_REQUIRE FLAG_NO_RESPRAY FLAG_DONT_SPAWN_IN_CARGEN FLAG_BLOCK_FROM_ATTRACTOR_SCENARIO FLAG_HAS_INTERIOR_EXTRAS FLAG_HAS_LIVERY</flags>
