For Singleplayer you need to install these to the following directory:
Hoodies: Grand Theft Auto V\update\x64\dlcpacks\mpheist3\dlc.rpf\x64\models\cdimages\mpheist3_male.rpf\mp_m_freemode_01_mp_m_heist3
Tracksuit Bottoms: Grand Theft Auto V\update\x64\dlcpacks\mpimportexport\dlc.rpf\x64\models\cdimages\mpimportexport_male.rpf\mp_m_freemode_01_mp_m_importexport_01
Be sure to backup your existing ones incase you wish to revert back at a later date.
