Add "FLAG_HAS_LIVERY" in vehicles.meta in flags section at
C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\gtr\dlc.rpf\data

You can find adding livery instruction in the YCA NIMA car downloads folder
