Use Open IV, turn on Edit Mode and go to:
x64w.rpf/dlcpacks/spupgrade/dlc.rpf/x64/levels/gta5/vehicles/upgradevehicles.rpf/marshall.ytd
Replace flag that you want in marshall.ytd.
Always backup your files!
