I changed the relationships file where law enforcement will engage each other or whoever is closer to them, sometimes including peds. If you take cover behind something it will increase the chances of them killing each other instead of shooting at you

@ketcham1009 Use OpenIV and open the common.rpf file, then navigate to data and replace the original then rebuild.

Working on this one occasionally, trying to get officers to engage peds for no reason. I may have to use the motivations file, still investigating.
The new patch from r* isn't playing nice with the scripthook so I'm having to disable it for now. And this mod is acting the way I wanted it to in the beginning. It was supposed to be an anarchy or chaos mod instead of just cops shooting each other. Now most peds and all emergency personnel engage each other at will. Good thing is, cops still kill each other but now gang members kill their own homies. I think I may just not use the scripthook until something major comes out.
@Darksteps I was looking for a mod where cops engage peds so far no luck it would be nice to see one thanks.
i love the ped camera mod u had, so nice to watch as ped view
